I have the honour to state that

the Public Works Department under its present organization

is not in a position to deal in the most expeditious and

effective manner with the heavy pressure of work for which

it is responsible, owing to the fact that, while the

Executive Staff has been considerably increased of late

years to cope with the continuous increase in public works,

the Administrative Staff, consisting of the Director and

Assistant Director, upon whom the ultimate responsibility

rests, has not been correspondingly strengthened; with the

result that these Officers have more work than they can
